Have you heard of noiseproofing your home?

I don't really want to throw anyone under the bus, but there's a certain someone who lives in the same house as me, who doesn't know how to regulate his voice level. Not that it's loud all the time. Sometimes he's so soft spoken I'm not sure he's said anything at all. The level of volume seems to be consistant with how far away the person is. For example, if he's speaking to friends or family that are overseas, the whole street is in on his coversation.

This is made worse by the fact that he purposely takes his phone out on our balcony (that faces the street) and puts it on loudspeaker. So our neighbours are privvy to both his and his friends side of the conversation. Handy I know he's not alone in this. Why do people do it? Is it hearing loss? Is it just excitement at talking to someone so far away? Is it thinking that if the phone fails, maybe his booming voice will carry over the oceans? In any case, he doesn't believe he's doing it so will contine speaking as he feels while our neighbours invest in ear plugs. So if you ever here a rumble in the distance, it just might be him.
